If I was to hire someone to develop a chat for a website how much would that someone request in money.Let me specify the chat must be connected with RSS or whatnot to the site so it reads the name of the user who is chatting.

Depends, are they using a basic outline of something already created, just using a chatbox, but have to set it up, or are they starting something from scratch? And also, how long approximately would this job take?

I would evaluate the quality of work and pay him on the quality of performance. However, this is not my area of expertise, that's just my opinion.
