How do I make the lowest scores appear at the top of the high scores when using the Hallpass scoring system? Thanks in advance.

I don't think you can see the lowest scores on the HIGH SCORES list. I'm just sayin that:confused:

I think you misunderstood me (or if you just playing with words, let's just say leaderboard instead..).
I have made a game, in which it's better to get a low score, and now I would like to use the Hallpass scoring system with it. And I know that it's doable, for example: 100 Clicks (http://www.hallpass.com/media/100clicks.html)

Just submit the score. That's what I did, then hoped for the best.
Before your game is accepted, someone presumably has to set up your tables and as long as it's clear, they'll make min scores show at the top, rather than max. scores.
As I called my scores 'fastest time' and 'slowest time', it's pretty self-evident how it should be - ditto if it's a racing game. As long as your mode names are self-explanatory, I assume you'll be fine.
