Off the top of my head, you have to talk to the guy in Viridian city that asks you if you know how to catch pokemon. Ask him to show you. Then fly to whatever that place with the safari zone is and surf to the place where Articuno is. On the right side of the island, swim up and down the part where it's part land and part water. If you see MissingNo, whatever item you have in I think your sixth item slot you'll have about 500 or so.

If you want more detail just Google "item multiplier pokemon red" or blue.
